How to Import Electric Motorcycles from China: From RFQ to Shipment

Learn the complete B2B import process, from supplier comparison and samples to MOQ, FOB terms, QC, battery documents and container shipping.

Buying & importingReviewed September 16, 202615 min read

To import electric motorcycles from China, a buyer should first confirm the target market and local approval route, then issue a configuration-specific RFQ, validate the supplier and sample, agree the supply format and commercial terms, control production quality, confirm battery and shipping documents, and prepare spare parts and after-sales procedures before the first container leaves China. The process is a sequence of commercial and technical decisions, not simply a search for the lowest unit price.

For a BENBAO project, the normal production MOQ is 30 units per model, with no separate color MOQ for the standard palette within an eligible model order. A custom color outside our standard palette normally requires 30 units in that color. A buyer planning to import an electric motorcycle from China may first discuss one or two sample units. Standard configurations can normally be ready for shipment within 20 days from receipt of the deposit. Light customization normally requires about 30 days, while deeper OEM/ODM work can require 30–45 days, depending on engineering, material and approval requirements. Bulk orders commonly use EXW or FOB, while DDP may be discussed for samples or spare-parts shipments where the route supports it.

The most important rule is simple: do not confirm a model or pay a deposit until the destination-market requirements, exact configuration, quotation scope, inspection criteria and document responsibilities are written down.

Before requesting a quotation: define the market and approval route

Start with the destination country, not the supplier’s catalog. The same electric motorcycle may be classified differently across markets, and requirements can change according to speed, power, vehicle category, road use, battery type and local registration rules.

The buyer should confirm at least:

  • Destination country and intended sales region
  • Vehicle use: urban commuting, delivery, fleet, dealer retail or another application
  • Expected retail price position and target landed cost
  • Required speed, range, motor and battery preferences
  • Road, climate, charging and service conditions
  • Vehicle classification, homologation, registration and labelling requirements
  • Whether local assembly or complete-vehicle import is commercially practical
  • Which documents must be issued by the manufacturer, freight forwarder and importer

BENBAO can provide available model and project materials, including specifications, work instructions, exploded views and registration- or certification-related documents. These materials can support an application, but final import approval, homologation and registration remain subject to the destination authority and importer-side process.

Decision gate: Do not select the final model until a local customs broker, homologation consultant or competent authority has confirmed the applicable requirements.

Build a comparable model shortlist

Compare like with like. A model name or product photo is not enough because two visually similar vehicles can use different batteries, motors, controllers, chargers, brakes, tires, displays or packing formats.

Create one comparison sheet for every shortlisted model with:

  • Vehicle category and intended use
  • Motor rated and peak power, where applicable
  • Battery chemistry, voltage, capacity and installation method
  • Charger input and plug requirements
  • Target speed and range test conditions
  • Brake, tyre, suspension, lighting and display configuration
  • Color, logo, graphics and packaging requirements
  • CBU, SKD or CKD supply format
  • Required documents and approval status
  • Unit price basis, MOQ, packing dimensions and estimated loading plan

BENBAO’s current product scope includes electric motorcycles and mopeds, electric scooters and passenger electric tricycles. The recommended model and configuration should be based on the buyer’s market rather than a universal “best seller.”

Send a complete RFQ

A complete RFQ reduces quotation errors and makes different suppliers easier to compare. Send the same project brief to every supplier.

Questions about warranty, spare parts or service:

Ask the supplier to identify every assumption in the quotation. The quote should state the model version, configuration, battery, motor, charger, packing, quantity, unit price, currency, Incoterm, named place or port, production timing and validity period.

Verify the manufacturer before committing to a bulk order

Supplier verification should answer three questions:

  1. Is this the legal and operating company named in the quotation and contract?
  2. Can the factory repeatedly produce the agreed configuration and control changes?
  3. Can the supplier provide the documents, spare parts and after-sales coordination required by the project?

Request or review:

  • Business identity and bank-account consistency
  • Factory address and production capability
  • ISO 9001 and available product certificates
  • Incoming, in-process and final quality procedures
  • Traceability and non-conformity handling
  • Export packing and lithium-battery document experience
  • Sample, OEM/ODM and change-approval process
  • Warranty scope, claim evidence and spare-parts policy

BENBAO is an electric vehicle manufacturer operating since 1997. Buyers may discuss a factory visit, production-line review, third-party audit or pre-shipment inspection before a bulk order. Read the separate guide on how to evaluate an electric motorcycle manufacturer in China.

Use a sample to validate the project, not only the appearance

One or two sample vehicles can be discussed before bulk production. Samples may be shipped DDP where the route supports it, although the per-unit logistics cost is normally much higher than container shipping.

The sample evaluation should record:

  • Exact component and software configuration
  • Assembly quality and cosmetic finish
  • Charging compatibility and charger labelling
  • Braking, lighting, controls and display operation
  • Range and performance under stated test conditions
  • Packaging condition after transport
  • Service access and common maintenance tasks
  • Required changes before bulk production
  • Available technical and shipping documents

Treat the approved sample and written change list as part of the bulk-order specification. A verbal promise or a catalog image should not replace an approved configuration.

Choose between CBU, SKD and CKD

Supply formatBest suited toMain buyer responsibility
CBUFaster launch and limited local assembly capabilityImport, inspection, dealer preparation and service
SKDBuyers with basic assembly operations or a phased localisation planAssembly instructions, tools, process control and final inspection
CKDEstablished assemblers with suitable volume, staff and quality systemsParts control, assembly engineering, training, traceability and end-of-line QC

SKD or CKD can improve loading efficiency, but it is not automatically the lowest-risk or lowest-cost option. The buyer should compare import duties, freight, assembly labour, tooling, warehouse operations, damage risk and local quality-control capability.

There is no reliable universal number of vehicles for a 40HQ container. Capacity changes with model dimensions, battery and accessories, CBU/SKD/CKD format, carton design and mixed loading. BENBAO prepares a model-specific loading plan after the configuration is confirmed. See the detailed CBU, SKD and CKD buyer guide.

Confirm electric motorcycle MOQ, FOB terms, payment and lead time

BENBAO’s current commercial baseline

ItemCurrent working basis
Production MOQ30 units per model
Color MOQNo separate color MOQ for the standard palette within an eligible model order; a custom color outside our standard palette normally requires 30 units in that color
Sample quantityOne or two units can be discussed
Standard lead timeNormally ready for shipment within 20 days from receipt of the deposit
Light customizationNormally about 30 days from receipt of the deposit and confirmation of custom details
Deeper OEM/ODM customizationNormally 30–45 days; confirmed after engineering, material and approval review
PaymentT/T, normally 30% deposit and 70% before container loading
Common bulk-order termsEXW and FOB
Sample / spare-parts deliveryDDP may be discussed where the route supports it

The sales contract or pro forma invoice should define what triggers the lead time, which approvals are required, when the balance is due, and which documents or inspection results must be available before loading.

An electric motorcycle FOB quotation should also name the loading port and state whether export packing, inland transport, customs declaration, battery-related handling and other agreed charges are included. This makes supplier quotations more comparable and reduces later cost disputes.

Under Incoterms® 2020, EXW places limited delivery obligations on the seller and is described by the ICC as primarily suitable for domestic trade. The ICC notes that FCA is generally appropriate for container or multimodal movements, while FOB transfers delivery and risk when goods are loaded on board the vessel and is intended for sea or inland-waterway transport. BENBAO commonly works with EXW and FOB, but the buyer and freight forwarder should select the term that matches the actual route and named delivery point. Always write the named place or port and “Incoterms® 2020” in the quotation or contract. ICC Incoterms® 2020 checklist

Freeze the specification before production

Before the deposit or production release, approve a written specification that identifies:

  • Model and version
  • Battery, motor, controller and charger
  • Color standard and approved sample
  • Logo, decals, labels and packaging artwork
  • Components and accessories included
  • CBU/SKD/CKD packing breakdown
  • Inspection checkpoints and acceptance criteria
  • Required manuals, parts lists and technical documents
  • Approved sample or reference images
  • Change-control procedure

Any later substitution should require written buyer approval. This prevents a quotation based on one configuration from becoming a shipment built with another.

Control quality during production

BENBAO’s confirmed workflow covers four stages:

  1. Incoming inspection: checks incoming materials and components against applicable requirements.
  2. Process inspection: checks defined production and assembly stages.
  3. Patrol inspection: monitors production conditions and recurring workmanship issues.
  4. Final inspection: checks finished vehicles before release and shipment.

Before production, the buyer and factory should agree which records will be shared and what the pre-shipment inspection will cover. A practical checklist may include quantity, identity, approved configuration, function, cosmetics, labelling, accessories, packaging and selected performance checks.

The buyer or an appointed third party may arrange inspection. Confirm the inspection date, sampling method, checklist, acceptance criteria, rework process and release authority before production begins.

Confirm electric motorcycle shipping and lithium-battery documents

Electric vehicle shipping requirements depend on how the battery is installed or packed, its chemistry and capacity, the carrier, transport mode, route and destination. Do not assume that one document pack works for every shipment.

For a confirmed order, BENBAO can coordinate applicable materials such as:

  • Commercial invoice and packing list
  • Material Safety Data Sheet (MSDS)
  • UN 38.3 Test Report and UN 38.3 Test Summary, where applicable
  • Result Sheet for Usage Appraisal of Outbound Dangerous Goods Transport Packaging (《出境危险货物运输包装使用鉴定结果单》; commonly called the Dangerous Goods Packaging Certificate or “DG Packaging Certificate”), where required
  • Identification and Classification Report for Transport of Goods by Sea (《海运货物运输条件鉴定书》; also called a Maritime Transport Conditions Appraisal Report by some issuing laboratories), where required
  • Product specification and packing information
  • Certificate of origin or other commercial documents when agreed
  • Work instructions, exploded views and project-related technical files when available

The freight forwarder and carrier must confirm the final classification, packing, marks, labels, declarations and booking conditions. The IMO states that packaged dangerous goods carried by sea must comply with the relevant IMDG Code provisions; the 2024 Edition including Amendment 42-24 became mandatory on January 1, 2026. IMO IMDG Code overview

If a sample or battery is transported by air, confirm the current carrier and route requirements separately. IATA’s 2026 battery guidance is based on the 2025–2026 ICAO Technical Instructions and the 67th Edition of the IATA Dangerous Goods Regulations, but IATA also states that the guidance document itself is not a substitute for regulatory compliance. IATA 2026 Battery Guidance Document

Inspect, approve and document container loading

Before authorising loading or paying the balance, check the agreed commercial and quality milestones. Depending on the contract, this may include:

  • Final inspection result and corrective-action closure
  • Final quantity and model mix
  • Serial, frame or batch records where applicable
  • Packing list and carton or crate marks
  • Battery and transport document status
  • Container loading plan
  • Photos or video of loading and securing
  • Seal number and shipping instruction confirmation

Mixed models can be discussed, but the normal MOQ remains 30 units per model. Colors from the standard palette have no separate color MOQ within an eligible model order. A custom color outside our standard palette normally requires 30 units in that color. The final combination must pass production, packing and loading review.

Prepare warranty, spare parts and dealer support before arrival

The first shipment should include an after-sales plan, not just vehicles.

BENBAO’s typical order terms is:

  • Warranty support: confirmed in the sales agreement according to the model and project
  • Bulk-order spare parts: normally equal to 1% of the FOB contract goods value
  • Parts selection: buyers may select required items within the allowance

Before shipment, define:

  • Component coverage and exclusions
  • Warranty start point
  • Evidence required for a claim
  • Serial or batch information to record
  • Diagnostic and approval process
  • Parts shipment or other agreed remedy
  • Local dealer responsibilities
  • Recommended fast-moving and critical spare parts

A useful claim report includes the model, order reference, serial or batch details, clear photos or video, fault description and diagnostic results.

Common mistakes that increase import risk

  • Comparing prices without fixing the configuration
  • Selecting a model before checking local classification and approval requirements
  • Treating CCC or ISO 9001 as automatic destination-market road approval
  • Paying a deposit before confirming the legal supplier, bank details and PI
  • Assuming CBU, SKD and CKD loading quantities are universal
  • Using “FOB price” without naming the port and checking what is included
  • Changing color, battery, motor or branding without a written approval process
  • Booking shipment before the battery document route is confirmed
  • Inspecting only appearance and ignoring labels, packing and functional checks
  • Waiting until after arrival to plan spare parts and warranty claims
